Ms. Sitz stated that she feels the scope of the wetland preservation review should include open
space, which generally is adjacent to wetlands.

Ms. Frolik noted that City Staff and the consultant from Hoisington Koegler are currently
working on updating the City's environmental regulations contained within the Zoning Chapter
of City Code. As the information comes forward from the consultant, Loren Gordon, she will
also provide that same information to the EPTF.

Mr. Max noted that another current issue that the EPTF should be monitoring is the greenway
corridor. Ms. Strommen suggested that EPTF join forces with Staff to update the wetland
regulations currently being worked on; and then approach Council for permission to work on the
greenway corridor effort.

Ms. Strommen noted that she will apprise City Council at the October 7 Work Session of the
EPTF's intent to start working on the review of wetlands regulations.

Mr. Max volunteered to contact the City of Lino Lakes regarding any recent updates to their
wetland regulations that may have been made.

Ms. Sitz stated that the EPTF should also be reviewing current State and Federal regulations.

Ms. Strommen said that she has examples of wetland buffer ordinances from other communities
that she will share with the EPTF.

Consensus was that wetlands, open space and buffering will be the next issued reviewed by the
EPTF.

Case #2: Review Meeting Schedule

Mr. Max stated that he feels the EPTF has to meet more than once a month to maintain some
continuity and progress on tasks.

Consensus was that effective immediately, the EPTF will be the first and third Monday of each
month at 6:30 p.m. at the City Hall Conference Room. The next meeting will be October 20 and
the task force will commence reviewing wetland documents gathered from other agencies and
communities.

It was determined that initiation of the wetland review project requires getting the EPTF up to
full membership. Ms. Strommen was asked to talk to City Council on October 7 about
expediting their discussion of the EPTF and its make up.

ACTION ITEMS

· City Staff to correct September 3, 2003 meeting minutes to note Michael Rolfe as being
absent.

· Ms. Frolik to provide EPTF with copies of Hoisington Koegler's recommendations for
updating the City's environmental regulations pertaining to wetlands and rivers.
