CASE <br /> <br /> RECOMMEND PARK DEDICATION FOR LETENDRE ADDITION <br /> By: Leonard Linton, Civil Engineer II <br /> <br />This case was presented at the November meeting and tabled pending staff review of tyast <br />practices. <br /> <br />Background: <br /> <br />Robert Letendre and Theresa Weibe are requesting preliminary appr6val to replat two <br />homesteads to create a third buildable lot. The Planning Commission case_is attached for <br />reference. <br /> <br />The City has the option of cash, land or a combination of cash and land for park <br />dedication. The City's 2003 park dedication fee is $1800 per residential lot; existing <br />homesteads are exempt fi:om park dedication fees. The plat will be subject to the park <br />dedication rate in effect at the time of final plat approval. Park dedication fees must be <br />paid'prior to the City releasing the plat for recording at Anoka Countyl ~ <br /> <br />· The City, has established a trail development fee at a rate of $475 per unit; existing <br /> homesteads are exempt fi:om this fee. The plat will be subject to the trail fee in effect at <br /> the time of final plat approval. This fee must be paid prior to the City releasing the <br /> mylars for recording. <br /> <br />2004 rates will be $2200 for park dedication and $500 for trails. <br /> <br />Observation: <br /> <br />Staff has reviewed past practice and found the following precedents: <br /> <br />Alpine Acres - located north of Alpine Drive, west of Nowthen Boulevard and east of <br />Sunfish Lake Boulevard. The Developer was required to build trails on all three sides <br />with credit for trails not in the plat boundaries. The City also received Y2-acre adjacent to <br />wetland as park dedication land with remainder of park and trail dedication in cash, <br /> <br />General Trail Policy - construct trails adjacent to state, county and city MSA's if the trail <br />was identified on the park and trail map. <br /> <br />Tiger Meadows - install trail along Armstrong as part of plat and recommended park <br />dedication funds for the remaining park dedication cash for park dedication and trail fees <br />and the items outside the plat would be credited for the trail. <br /> <br /> <br />
