CASE <br /> <br />PARK DEDICATION FOR RIVENWlCK VILLAGE <br />By: Leonard Linton, Civil Engineer II and <br /> Mark Riverblood, Parks & Utihties Supervisor <br /> <br />Background: <br /> <br />At the November park and Recreation Commission meeting, staff reviewed the sketch <br />plan for the proposed Townhome project known as Rivenwick Village. Of the larger <br />31.5-acre parcel, 26.5 acres are expected to consist of three different styles of <br />townhomes. The Commission was informed that proposed layout of private and public <br />streets were certain to change, and that the plat would be brought back for additional <br />review. The revised plat is not expected until January or February of 2004. <br /> <br />Observation: <br /> <br />As the Commission may recall, during the 2003 platting of Rivenwick 3rd addition, there <br />was consensus that improvements to the existing Riverdale Park should occur as soon as <br />possible to serve the new residents that this plat was bringing to the area. In addition to <br />the existing residential neighborhood, the townhomes mentioned above brought 112 more <br />units. Rivenwick Village is projected at approximately 250 additional units. <br /> <br />The purpose of this case is to consider what park improvements should be constructed, <br />and how those elements may be incorporated into Rivenwick Villages Development <br />Agreement to insure that the recreational needs of the larger neighborhood are met. <br /> <br />Attached is a draft Development Agreement for Commission review. This is provided <br />for discussion in anticipation of receipt of the Rivenwick 4th Preliminary Plat early in <br />2004. If the Commission recommends that Park Dedication be satisfied in a manner <br />similar to the attached draft document, staff can forward it to the Developer for their <br />reaction. In summary the previously identified improvements would consist of: <br /> <br />· A bituminous trail in the boulevard of Riverdale Park from the self storage site, west <br /> then south along Riverdale Drive, and continuing parallel to Feldspar to the single <br /> family neighborhood at the park's Southwest comer. <br />· An ag lime infield and safety fences for the existing ballfield. <br />· Two hexagonal shelters, one to serve the park, and another to serve persons recreating <br /> along the Mississippi River. <br />· Irrigation for Riverdale Park. <br />· Landscape improvements. <br />· A park name monument. <br /> <br />As the attachment indicates, these improvements are proposed to' be constructed <br />concurrent with Rivenwick Village's'development. <br /> <br />'13 <br /> <br /> <br />
