Absent: Ostrum. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Recommend Park Dedication for Riverbrook: Case of Wayne Meloche <br /> <br />City Civil Engineer II Linton explained Wayne Meloche is requesting sketch plan review of a <br />minor subdivision to plat two rural residential lots consisting of one existing homestead and one <br />additional lot. The subject property is located at 17400 Erkium Street NW, Ramsey. <br /> <br />The City has the option of cash, land or a combination of cash and land for park dedication. The <br />City's 2003 park dedication fee is $1800 per residential lot; existing homesteads are exempt from <br />park dedication fees. The plat will be subject to the park dedication rate in effect at the time of <br />final plat approval. Park dedication fees must be paid prior to the City releasing the plat for <br />recording at Anoka County. <br /> <br />The City has established a trail development fee at a rate of $475 per unit; existing homesteads <br />are exempt from this fee. The plat will be subject to the trail fee in effect at the time of final plat <br />approval. This feed must be paid prior to the City releasing the mylars for recording. <br /> <br />City Civil Engineer II Linton explained this area is shown on the Comprehensive Park and Trail <br />Plan as a proposed park. This is not feasible to ask for the entire site as a park. Discussion with <br />the owner looked at them dedicating a trail corridor across the northwest comer of Lot 2. These <br />talks have stalled recently. <br /> <br />The Commission should provide a park:dedication recommendation. A cash only park <br />dedication would be $1,800.00 with a cash only trail fee at $475.00. <br /> <br />Chairperson Johns stated she did not see anywhere that they identified this area as park. She <br />noted they have a tiny piege of parkland by the fiver. <br /> <br />Commissioner LaMere asked if they did not get this piece of land, will ~it affect their plan or will <br />they have another option for that connection. <br /> <br />City Civil Engineer II,Linton explained they ~vould have other options. <br /> <br />Chairperson Johns noted this is following Trott Brook and they are trying to get a Trott Brook <br />corridor but that is not part of this piece. <br /> <br />City Civil Engineer 11 Linton explained on the sketch plan, there was some lowland on the <br />northwest comer and the trail was supposed to cut across, this. <br /> <br />Park and Recreation Commission/November 13, 2003 <br /> Page 2 ofll <br /> <br /> <br />
