I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REQUEST FOR CONDITIONAL USE PERMIT FOR A COMMERCIAL <br />GREENHOUSE IN AN R-1 RURAL RESIDENTIAL DISTRICT; <br /> CASE OF GREEN VALLEY GREENHOUSE, WAYNE DAVIS <br /> By: Acting Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Wayne Davis owns and operates the Green Valley Greenhouse at his home at 6530 Green <br />Valley Road. Mr. Davis is requesting a conditional use permit to expand the Green Valley <br />Greenhouse. Green Valley Greenhouse is a wholesale/retail operation that has been in existence <br />since approximately 1977 and according to City Code, would be considered a pre-existing non- <br />conforming use in a R-1 Rural Residential District. At this time, Wayne Davis is proposing to <br />expand the operation by increasing the size of the warehouse by 2,100 square feet and constructing <br />another 13,000 square foot greenhouse on the site. City Code states that non-conforming uses <br />may continue to exist until they are removed or expanded. Reconstruction or expansion of a non- <br />conforming use must be done in conformity with City Code. <br /> <br />Observations: <br /> <br />Green Valley Greenhouse is a retail/wholesale operation, 90% wholesale and 10% retail. There <br />currently exists on the site 14 hot-houses and 12 greenhouses together with one warehouse. <br /> <br />It would appear that a greenhouse is a legitimate use within the general rural area, particularly with <br />4 in 40 density zoning in effect. <br /> <br />The Planning and Zoning Commission conducted a public hearing and recommended approval of <br />the request for a conditional use permit. <br /> <br />The following items are included for your information: <br /> <br />^) <br />B) <br />c) <br />D) <br />E) <br /> <br />Site location map <br />Site plan <br />City Engineer's report dated July 18, 1990 <br />Proposed Findings of Fact <br />Proposed Conditional Use Permit <br /> <br />Staff Recommendation: <br /> <br />City staff recommends approval of the request for a conditional use permit to expand Green Valley <br />Greenhouse per the City Engineer's review dated July 18, 1990. <br /> <br />Council Action: <br /> <br />Motion to adopt Findings of Fact relating to Mr. Wayne Davis' request for a conditional use permit <br />to expand Green Valley Greenhouse; and <br /> <br />Motion to approve/deny Mr. Wayne Davis' request for a conditional use permit to expand Green <br />Valley Greenhouse. <br /> <br />Review Checklist: <br /> <br />City Administrator , <br />City Attorney <br />City Engineer <br />Acting Community Development Director <br /> <br /> X <br />.X <br /> <br />Chief of Police <br />Building Official <br />Planning & Zoning Commission <br />Park & Recreation Commission <br /> <br /> <br />
