CASE #16

COUNCIL SALARIES
By: David R. Hartley, City Administrator

Background:

In the past, the City Council has conducted a review of City Council salaries prior to a
municipal election. The reason for this is that the City Charter and other State Statutes
require "that any increases and such compensation shall not become effective until after the
next municipal election".

The information provided is Ordinance #87-6 which adjusted salaries for 1989 and a salary
survey conducted by the Association of Metropolitan Municipalities. This survey does not
include compensation in the form of health insurance benefits. However, in a telephone
survey conducted in 1986, Staff determined that the only other City providing such benefits
was Stillwater.

Council Action:

If the Council deems it appropriate to change City Council salaries, an ordinance should be
introduced to do so with the following motion:

Motion to introduce an ordinance amending Section 10.08 of the City Council Chapter of
the Ramsey City Code, which section is entitled Salaries.

Review Checklist:

City Adn'finistrator
City Attorney
City Engineer
Community Development Director
Public Works Supervisor

X
X

Chief of Police
Finance Officer
Planning & Zoning Commission
Park & Recreation Commission
Other
