BOX 771 <br />RAMSEY, MN 55303 <br /> <br />MINNESOTA LAWFUL GAMBLING LICENSE 01203 <br /> <br />OPERATING PROCEDURES & CONTROLS <br /> <br />GAMBLING MANAGER - RAMSEY LIONS INVENTORY ACQUISITION AND CONTROL <br /> · Purchases gambling equipment and supplies from distributors licensed by the State of Minnesota. <br /> Verify license number of the distributor. <br /> · Complete inventory records for all items received, Records should verify that all purchases were <br /> properly authorized, received, and put into play. <br /> · Maintain control and custody of the keys to the storage area and secured gambling equipment. <br /> · Maintain a list of persons authorized to have access to the storage area. Update the list as <br /> necessary. <br /> · Count and record items taken from inventory on the inventory records. <br /> · Take a physical count of inventory at the end of each month. <br /> · Investigates and resolves on site shortages of inventory or funds. <br /> · Maintain a list of persons authorized to purchase gambling equipment and supplies. <br /> GAMING OPERATIONS CONTROL <br /> · Gambling Manager has the authority to hire and fire gambling personnel. Salary levels shall be <br /> within ranges approved by the Ramsey Lions Club. <br /> · Maintain a list of persons authorized by the Ramsey Lions to conduct lawful gambling sales at the <br /> licensed locations. <br /> · Trains or makes sure that all gambling employees are properly trained. <br /> · Insures that all personnel are working within the parameters set forth by the appropriate policies <br /> and procedures. <br /> · Post the house rules. <br /> · Deposit and record net balance cash and secure the cash in a safe until it can be deposited. <br /> · Prepare and make deposits in a timely manner. <br /> · Negotiates leases for sites within guidelines set forth by the state. <br /> · Review the game shift audit form prepared by each operator after shift/day closeout. Review for <br /> ~ accuracy, long/short condition of each game. Determine if any action is req. t~ired. FUND CONTROL AND RECORD <br /> · Complete final record of each completed game and record the information onto the Form B forms <br /> by site that are used for inventory control. Audit the information on the preliminary profit <br /> computation form furnished by the Game Auditor. Reconcile any differences. <br /> ACCOUNTING AND MONTHLY REPORTS <br /> · Maintain separate checking accounts for each licensed site. <br /> · Sign all checks from gambling checking accounts. Each check must contain two signatures from <br /> 1) Gambling Manager, 2) President, 3) Secretary, or 4) Treasurer of the Ramsey Lions Club. <br /> · Maintain deposit records for the .checking accounts for each licensed site. <br /> · Maintain expense records. <br /> · Reconcile and maintain monthly bank statements. <br /> · Prepare monthly tax returns, all required forms, for each site and a combined tax return for all <br /> locations. <br /> · Prepare and present monthly reports to the Ramsey Lions Club. <br /> · Prepare and present the budget of proposed allowable expenses and lawful purpose expenditures to <br /> the Ramsey Lions Club for their approval. <br /> · Investigate variances and document reasons for all variances from all reports, accounts, <br /> preliminary game profit reports completed by the Game Auditor, and any other source. <br /> <br /> <br />
