CASE

ADDRESS AND STREET NAME CHANGES
By: Acting Community Development Director Sylvia Frolik
Building Official Glyn Huff
Chief of Police Mike Auspos
Public Works Supervisor Merle Mevissen

Background:

On June 26, 1990, the Building Official, Police Department and Public Works Department
informed City Council that a number of problems have been identified with existing street
names and address numbering. Council's direction at that time was to schedule a public
hearing for July 24, 1990 regarding the proposed changes to street names and address
numbering.

Observations:

As you know, having street names and address numbers that are inconsistent with the
City's grid pattern can lead to serious problems when emergency vehicles are trying to
locate one of those properties. Those properties where an inconsistency in street name
exists are listed on "Attachment 1" to this case. All of the inconsistencies can be corrected
by a City Council motion with the exception of changing 147th Circle N.W. to 146th Circle
N,W., which must be accomplished by ordinance.

It should be noted at this time that changing Neon Street N.W. to Lithium Street N.W.
would not require an ordinance because the plat map indicates that the street would be
named Lithium Street N.W. but the sign erected at that location indicates that the street is
Neon Street N.W. If Council decides to retain Neon Street N.W., an ordinance would be
required to change it from the way in which the plat was recorded, Lithium Street N.W.

To date, the City has received two letters in opposition of the proposed address changes.
Copies of those letters are attached for your information.

Recommendations:

City Staff recommends address number changes as shown on "Attachment 1".

In addition, Staff recommends introduction of Ordinance g90-
the Name of 147th Circle N.W. to 146th Circle N.W.

; an Ordinance Changing

Finally, Staff recommends changing the street sign of Neon Street N.W. to Lithium Street
N.W. and informing residents and affected agencies of appropriate street name.

Council Action:

Motion to endorse/not endorse the change of address listing as per "Attachment 1" prepared
by the Building Official and dated July 17, 1990.

- and -
