It was noted that the old barn on Lot 14 may be under the jurisdiction of the Anoka County <br />Historical Society. <br /> <br />On October 12, 1989, the Ramsey Park and Recreation Commission heard the staff <br />recommendation to take land along Trott Brook, the North/South Corridor along the easterly <br />boundary known as Lot 5, Block 1, then going east across Lots 6 through 14, Block 1, along the <br />northerly border of the plat along State Highway #47 down to the southern border of the plat. It <br />was also recommended that the trail corridor be approximately 100 - 125' in width along Trott <br />Brook and a 75' wide trail right-of-way be provided on the easterly side. The remainder amount of <br />park dedication to be satisfied with cash. There was a motion which was adopted by the Ramsey <br />Park and Recreation Commission that the staff recommendation for land be accepted for park <br />dedication with the remainder in cash. <br /> <br />During the week of October 30, 1989, the subdivider resubmitted the proposed plat as a Planned <br />Unit Development (PUD). <br />On November 6, 1989, the Ramsey Planning and Zoning Commission conducted the public <br />hearing for Trott Brook Ponds PUD and tabled this case until their special meeting scheduled <br />November 21, 1989. At the public hearing, concerns were expressed, among other things, <br />regarding access to parcels around the north portion of the proposed PUD. <br /> <br />On November 21, 1989, the Ramsey Planning and Zoning Commission adjourned prior to <br />addressing this case; forwarded to November 28, 1989 special meeting agenda. <br /> <br />On November 28, 1989, there was no quorum of the Ramsey Planning and Zoning Commission <br />and the meeting was not called to order. <br /> <br />On December 4, 1989, the Ramsey Planning and Zoning Commission recommended preliminary <br />plat approval and P.U.D. concept approval of Trott Brook Ponds contingent upon compliance with <br />all items in the City Engineer's Review; review by the Park and Recreation Commission, and the <br />right to another review by the Planning and Zoning Commission prior to final plat approval. It <br />should be noted that in part due to comments from the November 6, 1989 public hearing, the area <br />of the PUD concept was enlarged. <br /> <br />On December 14, 1989, the Ramsey Park and Recreation Commission reviewed the enlarged Trott <br />Brook Ponds P.U.D. It was noted that; 1) the easterly trail corridor would run by an old barn <br />which may be an historical site, 2) a portion of the dedicated land area is wetlands, 3) only a <br />portion of the park dedication requirement was met with land in the original concept plan. The <br />Park and Recreation Commission request that the developer reconfign.~-e the dedicated land area to <br />meet the park dedication requirements. The developer a~eed. The Park and Recreation <br />Commission recommended modification to the park land dedication along the south side of Trort <br />Brook in order to keep the lots no less than one (1) acre in size and to adjust width of the trail <br />corridor to thirty-five (35') near the existing structure (barn) for a distance of approximately one <br />hundred sixty feet (i60'), then narrowing to twenty-five feet (25) continu/ng at a width of mTenry- <br />five feet (25'~ for a distance of approximately twenry'-five feet (25') past the house thence widening <br />to sevenD,-five feet (75') <br /> <br />On December 19, 1989, the Ramsey City Council adopted Resolution #89-12-341' Resolution <br />,~Smaing City.
