! <br />I <br />I <br />I <br />! <br />I <br />I <br />! <br />I <br />I <br />I <br /> I <br /> <br />Gerald Bauer rcplied that REA has indicated that there is no documentation stating that <br />power Iincs are a health hazard. <br /> <br />Bernadine Maro - 6415 172nd Lane N.W. - Stated that she is concerned that the smaller <br />lots will not adequately support on-site septic systems and result in the need to bring city <br />sewer and water to the area. <br /> <br />Mr. Banwart pointed out the MUSA area on a map and stated that the subject area is several <br />miles away from the MUSA boundary and 20-30 years or more away from having city <br />sewer and water. <br /> <br />Commissioner Hendriksen stated that development of the proposed plat will not accelerate <br />city sewer and water to the area. <br /> <br />Sluka Majeski - 6410 I72nd Lane N.W. - Inquired what area of the proposed plat will be <br />the fn'st to be developed. <br /> <br />Gerald Bauer replied that the City will probably require the fh'st phase of development to be <br />in that area of the plat closest to the Majeski residence in order to provide for a major <br />connection in streets. <br /> <br />Karen Vander Lee - 6353 169th Lane N.W. - Stated that she lives directly south of the <br />proposed development; that she has already relocated once in Rarnsey to get away from <br />development, but by comparison from a density standpoint, Gerald Bauer's development is <br />wonderful. Karen stated that it seems the Ramsey City Council wants to turn Ramsey into <br />mid-town Manhattan. Karen stated that she is concerned with smaller lots being developed <br />next to her and what will be developed on small lots versus what would be developed on <br />larger lots. Karen stated that she doesn't feel the protected wetland should be used as credit <br />towards meeting the overall density requirements on the plat; that the developer is taking <br />advantage of a State law and using wetlands to increase the total land area in order to be <br />able to develop more lots. Karen stated that she doesn't have a drainage problem but the <br />area is wet and she is concerned that adding fill to the southwest comer of the plat in order <br />to develop it will create drainage problems on her property. <br /> <br />Lyle Reynolds, Mr. Bauer's engineer, replied that the preliminary plat will address <br />drainage plans. Mr. Reynolds referred to the protected wetland on the properO., and stated <br />that Mr. Bauer could have platted out the wetland by making it a part of adjacent lots and <br />then the wetland would have been owned by the lot owners; by platting the land as a <br />P.U.D., Mr. Bauer has preserved the wetland as open space that will not be owned and <br />controlled by private individuals. <br /> <br />Karen Vander Lee - Stated that including the wetland as pm"; of the lots would have <br />maintained the 2.5 acre minimum lot size and no matter v,'ho ov,'ns the wetland, there are <br />restrictions on it's use. <br /> <br />Tom Wright - 17105 Nowthen Blvd. N.W. - Stated that Men-o Council is n-vine to <br />maintain Rarnsey's mml character v,'ith density zoning and nov,' the City is ~-?ing'to ~-nsh <br />plats through before the density law goes into effect. Tom stated, that he would like the <br />City Council to ~ve some serious thought to maintaining Ramsey's m,'-J amaosphere and <br />that he is opposed to the idea of developing wail systems and allov,~ng developments that <br />wipe out wetlands.
