REQUEST FOR FINAL PLAT APPRO AL O ARMSTR NG ADDITION, <br /> CASE OF LEE HANSON <br /> By: Merland Otto <br /> <br />Background: <br /> <br />The proposed minor subdivision consists of two lots and one outlot <br />on approximately 49.5 acres, more o~ less. .The existing and <br />proposed zoning is R-iR Rural Residential Distr~ct. The property <br />is generally located in the West Half of the East Half of the <br />Southeast Quarter of Section 8, Township 32, Range 25, Anoka <br />County, Minnesota and that part of the Northeast Quarter of the <br />Northeast Quarter of 17, Township 32, Range 25, Anoka <br /> Section <br />County, Minnesota lying northeasterly of Anoka County Highway <br />right-of-way Plat 033 (County Road 83). The P.I.N.'s are 08-32- <br />25-41-~002 and 17-32-25-11-0001. For your information, the <br />following items are enclosed. <br /> <br /> A) Site location map <br /> B) Proposed subdivision (Revised and dated June 26, 1990) <br /> C) City Engineer's Review (May 29, 1990) <br /> D) city Landscape Architect's Review (May 29, 1990) <br /> E) City Engineer's (June 26, 1990) <br /> Review <br /> F) Letter from Owner's attorney, Mr. R. Ylitalo (Aug. 7, <br /> 1990) <br /> G) P~oposed Development A~reemen~ <br />Mr. Ray Wo~cik, owner of the parcel, and I attempted to stake a <br />trail alignment in June. Due to heavy brush, the attempt was <br />unsuccessful and the owner stated that he would be willing to grant <br />an easement over the north portion of the property (outlot). In <br />late fall a trail alignment would be determined, then dedicated <br />with the remainder of the easement being vacated. This was <br />reviewed with the City Attorney and determined to be an <br /> acceptable <br />arrangement. <br /> <br />The Planning and Zoning Commission recommended approval of the plat <br /> on being made gross <br />contingent park dedication based on the area <br />being subdivided. This is not in accordance with the park <br />dedication ordinance since the ordinance requires park dedication <br />only on the new lots being created for minor subdivision. Staff <br />recommendation thus varies from P and Z's recommendation. <br /> <br />i <br />I <br /> <br />In a letter from the Owner's attorney dated August 7, 1990, the <br />owner states his position opposing P & Z's recommendation of basing <br />park dedication on the entire parcel. In addition, he is opposed <br />to providing the 66' easement to the north portion of the property <br />(outlot). <br /> <br />I <br />I <br /> <br />Observations: <br /> <br />On May 10, !990, the City of Ramsey received an application and <br />sketch plan from Lee Hanson for Armstrong Addition. <br /> <br /> <br />
