I <br /> <br /> I <br /> I <br /> I <br />I <br />,I <br /> I <br /> I <br /> I <br /> I <br /> <br />In the case of the Conditional Use Permit affecting solid waste facilities in the Metropolitan Area, <br />the conditions or restrictions must be found to 'be reasonable by the Metropolitan Council or be <br />subject to an override. Therefore, the time requirements of the City's Conditional Use Permit will <br />likely be judged reasonable if they follow the permitted capacity rather than the specified date or <br />time. It is for this reason that the Council should review any promises, proposals, or agreements <br />that involve specific dates as having limited meaning. <br /> <br />Future Site for Landfill (Site "P"/ <br /> <br />The need for another site for a landfill in Anoka County is currently being reviewed by the "Anoka <br />County Siting Authority". The City of Ramsey has held the position that none of the sites in <br />Anoka County are suitable due to the very light soils and the potential for ground water <br />contamination. We have also argued that sites should be evaluated based on the total impact of the <br />landfill, not just the increased impact due to continued landfill operation. By accelerating the rate <br />of operations at the Ramsey site, we could actually give evidence that would show less impact <br />resulting from a new landfill. <br /> <br />Possible Closure of the Elk River Landfill <br /> <br />If the Elk River Landfill closes, the demand for a new landfill increases and the risk of a new <br />landfill in the area (possibly Site "P") is increased. It should be noted that Elk River did not start <br />this round of price cuts, but rather responded to protect their interest. <br /> <br />Here are the pros and cons related to this request as evaluated by staff. <br /> <br />Pros: <br /> <br />Landfill capacity could be met earlier than without the reduction in tipping fee. <br />More cash could be received in 1990 from the 10% royalty. <br />A more rapid filling rate at the landfill could mean the sledding hill proposal could <br />be considered on schedule. <br /> <br />Cons: <br /> <br />Loss of at least $78,000.00 per year in tipping fee revenue. <br />Loss of future revenue at a presumably higher rate from the 10% royalty. <br />Increased activity at the landfill. <br />Possible closure of the Elk River LandFzll placing greater need for Site "P". <br />Fill would be placed in an unlined landfill as opposed to the lined facility at Elk <br />River. <br />No real assurance that the reduction in the tipping fee will result in the landfill <br />meeting capacity earlier or on time. <br />By filling the landfill early, we may prove that Site "P" is needed. <br />Possible increased litter on Highway #10. <br /> <br />Based on this analysis on the request of Waste Management of Minnesota, staff recommends: <br /> <br />1) <br /> <br />2) <br /> <br />The City Council reject the request as submitted by Waste Management of <br />Minnesota, Inc. <br />Any counter proposals that suggest possible early closure of the landfill should be <br />confirmed by the Minnesota Pollution Conrrot Agency, the Metropolitan Council <br />and Anoka County,. <br /> <br /> <br />
