WMMI is currently working
to encourage the delivery of additional volume into the landfill
and requests the help of the city of Ramsey in doing so. WMMI
specifically requests that the City of Ramsey reduce their landfill
tax by $2.00 per ton from $3.33 per ton to $1.33 per ton. At the
same time WMMI will reduce its gate price by an amount equal to or
greater then the City of Ramsey reduction in an effort to attract
additional volume from Hennepin County.

Waste Management is committed to compliance with all aspects of our
Conditional Use Permit which includes the scheduled closure of the
landfill. However, without additional volume we believe that we
will fall short of our closure goals and may find it necessary to
request a time extension from the City of Ramsey. The only way to
reduce the need for a time extension is to increase the volume of
waste entering the site. WMMI has taken steps to accomplish this
task by entering into a contract with Hennepin County for the
delivery of process rejects from the Elk River RDF plant to the
Anoka Landfill. Unfortunately tax reductions from the City of Elk
River and Sherburne County has made it financially advantageous for
Hennepin County to deliver there process rejects to the Elk River
Landfill. Attached is an exhibit that outlines the tax structure
at the Anoka Landfill and the Elk River Landfill and also shows the
effects of the tax changes in the City of Elk River and Sherburne
County.
