!
!

UNITED STATES POSTAL SERVICE
475 L'ENFANT PLAZA SW
WASHINGTON DC 20260.3500

GOVERNMENT RELATIONS DEPARTMENT

RECEIVED
JUL 2 5 1990
Aas' ............

July 19, 1990

Honorable Gerry Sikorski
Member of Congress
Suite 414
277 Coon Rapids Boulevard, NW
Coon Rapids, Minnesota 55433-5843

Dear Congressman Sikorski:

This is in response to your June 26 letter on behalf of
Mark Banwart, Community Development Director for the City
of Ramsey, further referencing a request for a unique ZIP
Code.

As we have previously indicated, postal operations officials
continually review service in their area of responsibility
for indications that growth may require adjustments in mail
processing and delivery requirements. Such adjustments would
include review of ZIP Code assignments.

Although delivery statistics are a primary indicator of
growth, there has been little change in delivery requirements
for the Ramsey area. Since 1985, there has been an increase
of approximately 700 deliveries. The Anouka Post Office,
which serves Ramsey, has added five routes in the last five
years, only one of which serves the Ramsey area.

There is no one delivery statistic that indicates a need
for a ZIP Code change. Number of deliveries, volume per
customer, number of firm hold-outs, and transportation
requirements, are some but not all of the factors affecting
our ability 'to provide proper mail delivery. Community
identity is not the purpose of the ZIP code and we do not
assign a ZiP Code unless it is necessary for operational
reasons.

Address information specialists of the Twin Cities Field
Division are aware of some need to adjust the 553 ZIP Codes,
but there are other communities with greater need than
Ramsey. If changes are required over the next ten years,
they expect that Ramsey would still share a ZIP code with
other communities in the area. There is only a finite number
of ZIP Codes that can be provided in a 5-digit framework.
