reasonable use of the land, namely that the current condition of the building is such that updating <br />is required in order to achieve economic viability and quality tenants; and <br /> <br />8. That the exception is necessary in order to allow a building upgrade that should facilitate <br />generation of the cash flow required to manage the property in an economically feasible manner <br />and achieve an acceptable level of operating standard; and <br /> <br />9. That the granting of the exception will not be detrimental to the public welfare or <br />injurious to other property in the area in which the property is situated as the 'street appeal of the <br />building will be enhanced with minimal increases to the property value in the event of future <br />acquisition; and <br /> <br />10. That the proposed exception will be harmonious with and in accordance with the specific <br />objectives of the City's existing Comprehensive Plan and will not adversely affect the planning <br />process as the property is designated as 'places to shop' and the moratorium is not contemplating <br />a change in land uses; and <br /> <br />11. That the proposed building expansion will be consistent with the intent and purpose of <br />Ordinance #03-27 as the expansion is minimal. <br /> <br /> CONCLUSION <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL 'OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1.
