reasonable use of the land, namely that the current condition of the building is such that updating is required in order to achieve economic viability and quality tenants; and 8. That the exception is necessary in order to allow a building upgrade that should facilitate generation of the cash flow required to manage the property in an economically feasible manner and achieve an acceptable level of operating standard; and 9. That the granting of the exception will not be detrimental to the public welfare or injurious to other property in the area in which the property is situated as the 'street appeal of the building will be enhanced with minimal increases to the property value in the event of future acquisition; and 10. That the proposed exception will be harmonious with and in accordance with the specific objectives of the City's existing Comprehensive Plan and will not adversely affect the planning process as the property is designated as 'places to shop' and the moratorium is not contemplating a change in land uses; and 11. That the proposed building expansion will be consistent with the intent and purpose of Ordinance #03-27 as the expansion is minimal. CONCLUSION NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL 'OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. The City Council herein approved the request for an exception to the moratorium based on the criteria outlined in Subdivision 4 of Ordinance #03-27. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember , and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the __ day of ,2003.
