CASE

REPORT FROM PUBLIC WORKS
By: Public Works Staff

Background:

The Public Works Committee met on Tuesday, November 28, 2003 and discussed the following three
cases:

Case #1

Snow Plowing Update for 2003 -2004

Background:

Street Maintenance Supervisor Riemer reviewed the plow route outline of the issues that are pertinent to
the snowplowing procedures and referred to an example of the winter operating forecast that Staff
receives twice a day for the winter months. The cost of using this winter operating forecast cost about
$700 a year, but saves the City money by not sending out salt trucks when they are not needed. Riemer
stated that it will be important for the City to look at implementing a policy for maintenance of trails and
sidewalks. The trails are plowed by 8:00 a.m. along the two-mile radius of the school but with new
developments being required to install sidewalks, it will be an issue they will have to address. Riemer
also informed the Committee that 97 percent of the mailboxes within the cul-de-sac have been moved
and they are still working on the few that are left. Another issue that will need to be considered is a
covered salt storage facility. Street Supervisor Riemer requested that if Councilmembers receive a
complaint about snow plowing, to have them contact City Hall and leave a message on his voicemail
and that all complaints will be responded to.

Action:

No action required.

Case #2: Consider Transportation Consulting and Advocacy Services

Background:

In May of this year the City extended its contract with the Tinklenberg Group to gather data and
complete analysis to develop an Alternative Urban Area-wide Review (AUAR) in the T.H. #10 corridor
emphasizing the need for transportation improvements and official mapping. At this time, Staff is
requesting authorization to enter into a new agreement with the Tinklenberg Group to continue work
with the federal government and MnDOT for potential grant opportunities along the Highway #10
corridor.

Motion was made to recommend to City Council authorizing Staff to enter into an agreement with The
Tinklenberg Group in the amount of $25,000 to continue their work along the Highway #10 corridor
with the funds coming from the Council contingency fund.

Action:

Ratify the recommendation of the Public Works Committee.
