PW CASE CONSIDER TtLz~NSPORTATION CONSULTING A_ND ADVOCACY SERVICES By: James E. Norman, Ci~ Administrator Background: The City of Ramsey has made contractual arrangements in the past with the Tinklenberg .Group for transportation consulting and advocacy work. The initial contract was extended on January 28, 2003, and was extended in March. In May of this year the City further amended the orig'inal a~eement with the Tinklenberg Group foe consulting services to assist the City in identifying and implementing strategies related to positive .land-use and transportation improvements within T.H. #10 corridor. The primary purpose of the.contract extension in May was to gather data and complete analysis to develop an Alternative Urban Area-wide Review (AUAR) in the T.H. #10 corridor emphasizing the need for transportation improvements and official mapping. The AUAR process for T.H. #10 is now coming to a close and it is now time to focus on the next steps to follow the environmental portion of the project. The City will need to coordinate efforts with the Mirmesota Department of Transportation (Mn_DOT) in regard to the development of an official map for T.H. #10, also coordinate with MnDOT in regard to federal funding for the structured parking near the proposed rail station, and seek federal funding for the environmental work and the three main inter-changes along the T.H. #10 corridor. The Tinklenberg Group has provided a proposal for the work and Staff would like to discuss the matter further with the Public Works Committee (letter attached). Committee Action: Motion to recommend that City Council authori'ze the City Administrator to enter into amendment arrangement with the Tinklenberg Group for Transportation Consulting' and Advocacy Services.
