PC CASE # <br /> <br />CONSIDER RESOLUTION AMENDING THE POLICY FOR APPOINTING <br /> BOARD AND COMMISSION MEMBERS <br /> <br />By: Givonna Reed, Human Resources Manager <br /> <br />At the November 25, 2003 City Council meeting, staff informed the City Council that <br />th. ere is a discrepancy between how board and commission members are reappointed and <br />how the current Policy for Appointing Board and Commission Members says that <br />reappointments should be made. <br /> <br />The current Policy for Appointing Board and Commission Members states that <br />commission members whose terms are expiring will be invited to reapply by completing <br />and submitting a letter of interest. The policy further states that letters of interest will be <br />forwarded to the evaluation (interview) panel for review with the group of new <br />applicants. Staff interprets this to mean that all vacancies are advertised, even when a <br />commissioner wishes to reapply, and the commissioner's letter of interest is considered <br />along with the letters of interest of other applicants. <br /> <br />As recently as January 2003, two commissioners were reappointed using a different <br />process. In January 2003, the commissioners whose terms expired December 2002 were <br />invited to reapply and their letters of interest were forwarded to the City Council with a <br />recommendation for reappointment. <br /> <br />At the November 25, 2003 meeting, the City Council determined that it would like to <br />amend the Policy for Appointing Board and Commission Members in order to consider <br />applications for reappointment before the vacancies are advertised. <br /> <br />Staff Recommendation <br /> <br />Staff recommends that the City Council amend the Policy for Appointing Board and <br />Commission Members as follows: <br /> <br />Section 5. Reapplication process <br /> <br />a) Letter of intent <br /> <br />Members of City boards and commissions who wish to serve a consecutive term <br />of office must notify the City Council of their intent at least two months before <br />the expiration of the current term of office.
