PC CASE #

CONSIDER RESOLUTION AMENDING THE POLICY FOR APPOINTING
BOARD AND COMMISSION MEMBERS

By: Givonna Reed, Human Resources Manager

At the November 25, 2003 City Council meeting, staff informed the City Council that
th. ere is a discrepancy between how board and commission members are reappointed and
how the current Policy for Appointing Board and Commission Members says that
reappointments should be made.

The current Policy for Appointing Board and Commission Members states that
commission members whose terms are expiring will be invited to reapply by completing
and submitting a letter of interest. The policy further states that letters of interest will be
forwarded to the evaluation (interview) panel for review with the group of new
applicants. Staff interprets this to mean that all vacancies are advertised, even when a
commissioner wishes to reapply, and the commissioner's letter of interest is considered
along with the letters of interest of other applicants.

As recently as January 2003, two commissioners were reappointed using a different
process. In January 2003, the commissioners whose terms expired December 2002 were
invited to reapply and their letters of interest were forwarded to the City Council with a
recommendation for reappointment.

At the November 25, 2003 meeting, the City Council determined that it would like to
amend the Policy for Appointing Board and Commission Members in order to consider
applications for reappointment before the vacancies are advertised.

Staff Recommendation

Staff recommends that the City Council amend the Policy for Appointing Board and
Commission Members as follows:

Section 5. Reapplication process

a) Letter of intent

Members of City boards and commissions who wish to serve a consecutive term
of office must notify the City Council of their intent at least two months before
the expiration of the current term of office. To remind the incumbent of the
impending deadline, the Human Resources Manager or the Assistant City

G:\Adminishatio.\lhmlaliRcsourccs\Commissions\12-09-03 Consideration of Resolution Amcding the Policy for Appointing Board and Conmfission Membel~.doc
