CASE PUBLIC HEARING AND REQUEST FOR VACATION OF EASEMENT FOR DRAINAGE PURPOSES IN SECTION 28; CASE OF RAMSEY TOWN CENTER LLC By: Patrick Trudgeon, AICP Assistant Community Development Director Background: The City Council approved Ramsey Town Center Final Plat on September 23, 2003. As part of that plat, a drainage and utility easement was' created to cover the wetlands located in the northwest quadrant of the site (at the intersection of Hwy. 116 and Armstrong Blvd.). As part of the project to extend Hwy. 116 to Armstrong Blvd. a few years ago, the City acquired an easement for drainage purposes. With the creation of the new drainage and utility easement for the Ramsey Town Center Addition, this existing easement is no longer necessary. The following items are enclosed for your information: a) b) c) Site location map Exhibit of underlying easements to be vacated Proposed ordinance Notification: In accordance with State Statute, City Staff attempted to notify property owners within 350 feet of the subject property of the public hearing to vacate easements. Observations: A public hearing and ordinance adoption is required in order to vacate easements. Recommendation: City Staff recommends introduction of the enclosed ordinance to vacate existing easement. Staff will not bring back the ordinance for adoption until the f'mal plat of Ramsey Town Center Addition is recorded. Council Action: Motion to introduce Ordinance #03- Northwest Quarter of the Northwest County. ~ to vacate the easement for drainage purposes within the Quarter of Section 28, Township 32, Range 25, Anoka Review Checklist: Asst.
