ORDINANCE NO. 03- CITY OF RAMSEY ANOKA COUNTY, MINNESOTA AN ORDINANCE AMENDING CHAPTER 5 OF THE RAMSEY CITY CODE, WHICH CHAPTER IS KNOWN AS THE "MUNICIPAL REGULATIONS" CHAPTER OF THE CITY CODE. AN ORDINANCE ADDING SECTION 5.17 TO CHAPTER 5 OF THE RAMSEY CITY CODE, WHICH SECTION IS ENTITLED "CLANDESTINE DRUG LABS." The City of Ramsey Ordains: SECTION 1. AMENDMENT Section 5.17 entitled "Clandestine Drug Labs" is hereby added to Chapter 5 of the City Code which Section shall provide as follows: 5.17 Clandestine Drug Labs 5.17.01 Definitions. For the purposes of this Ordinance, the following terms or words shall be interpreted as follows: Chemical Dumpsite shall mean any place or area where chemicals or other waste materials used in a Clandestine Drug Lab have been located. City shall mean the City of Ramsey, Anoka County, Minnesota. City Building Official or Building Official shall mean that person appointed by the City to enforce the State building Code and local building regulations. City Council shall mean the City Council of the City of Ramsey, Minnesota and is referred to as "Council". Child shall mean any person less than 18 years of age. Clandestine Drug Lab shall mean the unlawful manufacture or attempt to manufacture a Controlled Substance. Clandestine Drug Lab Site shall mean any place or area where law enforcement authorities have determined that conditions associated with the operation of an unlawful Clandestine Drug Lab exist. A Clandestine Drug Lab Site may include dwellings, accessory buildings, accessory structures, a Chemical Dumpsite or any land. Controlled Substance shall mean a drug, substance or immediate precursor in Schedules I through V of M.S.§ 152.02. The term shall not include distilled spirits, wine, malt beverages, intoxicating liquors or tobacco.
