FC CASE <br /> <br />REVIEW AND AMEND 2004 SCHEDULE OF RATES, FEES AND CHARGES AND <br />INTRODUCE ORDINANCE TO ADOPT 2004 BUILDING, ZONING AND PLANNING <br />PERMIT FEES <br /> By: Diana Lund, Finance Officer <br /> <br />Background: <br /> <br />Effective June 30, 1991, Ordinance #91-08 amended S7.01.10 of the City Code to allow the City <br />Council to annually set fees. <br /> <br />The proposed 2004 schedule of rates, fees, and charges was presented to City Council during its <br />regular meeting of November 25, 2003. At this meeting, all fees with the exception of those <br />charges relating to special events, late fees on licenses, and application fees for planning and <br />zoning were approved. Staffwas to bring back the tabled fees at a later City Council meeting <br />after staff had time to perform further research. <br /> <br />Staff is also recommending an amendment to the building permit fee. The City is currently <br />following the 1997 UBC table, but Cities are allowed to set their own building fee schedule. The <br />City proposes that the fee schedule recommended by the LMC/AMC at its November meeting be <br />adopted. The building permit fee would consist of the 1997 UBC fee schedule, plus a Consumer <br />Price Index (CPI) adjustment. A copy of the recommended fee schedule is attached. <br /> <br />As part of the 2001 Legislature, State Statutes applicable to the Minnesota Building Codes and <br />Standards Division require that all municipalities adopt fees related to building construction, <br />zoning and planning by Ordinance. Ramsey adopts all rates and charges, including building <br />construction fees, by resolution annually. <br /> <br />Attached is the Schedule of Rates, Fees and Charges which includes the adopted 2004 fees from <br />the November 25, 2003, City Council meeting and the recommended proposed fees for special <br />events, late fees on licenses and application fees for planning and zoning. <br /> <br />The above rate increases take into effect staff recommendations, industry standards, rates charged <br />by neighboring cities, and annual increases based on inflation. <br /> <br /> <br />
