The project has been 'in the
works' for many years within the city's Capital Improvement Program; and now appears
as though it will be approved and under construction over the winter - for spring 2014
programing by the youth athletic associations and community at large. While the city
lets bids on many projects each year (and you are not directly notified like this), for the
Elmcrest Park building project, Council has authorized a process that affords you a
special opportunity to be active and visible in your community - and benefit your
business monetarily at the same time.
As indicated, rather than simply preparing plans and specs and then issuing an
Advertisement for Bids for a General Contractor to bid upon the park structure (with
their usual sub -contractors providing quotes to them for the larger contract), the City has
embarked on a slightly different process. In this case, a call for Bids is being made for
each category of sub -contractors, wherein upon award, each trade's work will be
coordinated by the City's construction manager, American Liberty Construction. The
following describes the general categories of anticipated sub -contracts:
'Construction of a new 4,300 +/- s.f. wood frame park structure, consisting of, exterior finishes
including, vertical cement fiber siding with battens, cultured stone, metal roofing, wood windows
and aluminum storefront system. Structure consists of concrete block foundations, concrete slab
on grade, wood framing including floor trusses and roof trusses, wood beams/headers, steel beams
and wood and steel columns. Interior finishes include, fiber reinforced gypsum wall board,
polished concrete floors, quarry tile, ceramic tile, wood ceilings and painted walls'.
