The purpose of the hearing is to consider an ordinance amending a Section in Chapter 10 of the City's Charter. Amended /new language is shown below, underlined. AMENDMENT TO CHAPTER 10 OF THE HOME RULE CHARTER OF THE CITY OF RAMSEY. SAID AMENDMENTS RELATE GENER- ALLY TO THE FRANCHISE FEES. CHAPTER 10 FRANCHISES Section 10.4 Power of Regula- tion Reserved. Subject to any ap- plicable state statutes, the council may by ordinance regulate and control the exercise of any fran- chise, including the maximum rates, fares, or prices to be charged by the grantee, except that any franchise fees imposed under ap- plicable state statutes must be limited to defraying increased mu- nicipal costs accruing as a result of utility operations and may not be used to raise general revenue. No franchise value shall be included in the valuation of the grantee's prop- erty in regulating utility rates, fares, or prices under any applicable state or municipal law, or regulation, or in proceedings for municipal acquisi- tion of the grantee's property by purchase or eminent domain. All interested persons are invited to attend the hearing and comment on the proposed Charter amend- ment. The City of Ramsey complies with the Americans with Disabilities Act and, upon advance request, information will be provided in an alternative form and interpreters will be available.
