Further discussion: Councilmember Backous stated he will support the motion though he is <br />disturbed that $150,000 of cuts were easily made in two weeks. Councilmember LeTourneau <br />stated when talking about shortfalls, it requires you give up something and that occurred when <br />the $150,000 was cut. City Administrator Ulrich reviewed the year -long budget process and how <br />it was refined as additional factors were known. Councilmember Tossey agreed that the budget <br />process involves compromise but he thinks the real argument is that the Anoka County numbers <br />did not come back as anticipated and that resulted in making enough budget cuts to reach the tax <br />capacity number the Council wanted. Mayor Strommen stated at the Work Session, when the <br />Anoka County valuations were presented, staff had already identified some of the savings <br />relating to the Economic Development Manager and number of employees opting out of health <br />care, which was a big part of the savings needed to reach the original target. Since then, there <br />has been a resignation of a police officer, resulting in a further reduction. Councilmember <br />Backous stated the EDA and HRA levies are too high, in his opinion, and should be reduced. <br />Finance Director Lund stated the EDA reviewed this $121,000 budget, noting the majority is <br />staff - related costs. She stated personnel includes the City Administrator at 5 %, Development <br />Services Manager at 15 %; and, Economic Development Manager at 34 %. Councilmember Riley <br />asked if those percentages have changed to a more accurate reflection of actual time spent. <br />Finance Director Lund answered in the affirmative and described the areas of development <br />included. Councilmember Tossey asked what the EDA has in the bank. Finance Director Lund <br />answered the EDA has $600,000 <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Johns, Backous, <br />LeTourneau, and Riley. Voting No: Councilmember Tossey. <br />Motion by Councilmember Riley, seconded by Councilmember LeTourneau, to Adopt <br />Resolution #13 -12 -226 Adopting the 2013 Payable, 2014 Municipal Tax Levy in the amount of <br />$8,564,341. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, LeTourneau, Backous, <br />Johns, and Kuzma. Voting No: Councilmember Tossey. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Riley, to Adopt <br />Resolution #13 -12 -224 Adopting the 2013 Payable 2014 EDA levy in the amount of $121,783 <br />and to Adopt Resolution #13 -12 -225 Adopting the 2014 EDA Budget in the amount of $128,500. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Riley, Johns, <br />and Kuzma. Voting No: Councilmembers Backous and Tossey. <br />7. COUNCIL BUSINESS <br />7.01: Consideration of Adopting Resolution #13 -12 -217 Approving Joint Powers <br />Agreement with Anoka County for CSAH 5 / Alpine Drive Intersection <br />Improvements <br />City Engineer Westby presented the CSAH 5 / Alpine Drive intersection improvement project <br />and explained why staff recommends constructing a trail connection north of Alpine Drive to <br />bridge the gap between CSAH 5 and the end of the existing trail about 100 feet west of Krypton <br />City Council / December 10, 2013 <br />Page 8 of 14 <br />
