CALL TO ORDER <br />Mayor Strommen called the City Council Work Session to order at 5:30 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Discuss Alternative Language for Proposed Charter Amendment to Chapter 10 <br />City Administrator Ulrich reviewed the staff report and alternate Charter Amendment language <br />based on the discussion of the Council and Charter Commission at its Joint Session. He stated <br />there is a desire to have some limits to the franchise fee and how it is applied, which is addressed <br />in the draft alternatives. The alternatives address dedicating all franchise fee revenues to long- <br />term street maintenance program projects; a five -year sunset term for any new franchise fee <br />ordinance; assessments shall not be used for road maintenance projects while franchise fees are <br />in effect; franchise fee revenues shall be limited to a percentage of the annual tax levy; and, <br />public notification to assure transparency. City Administrator Ulrich stated the Charter language <br />can be adopted unanimously by the Council or put on a referendum. <br />City Council Work Session / December 10, 2013 <br />Page 1 of 6 <br />
