2.03: Discussion on Board and Commissions Reappointments <br />Human Resources Manager Lasher reviewed the staff report and explained the purpose of this <br />case is to determine whether to recruit for the upcoming expiring seats on the Parks and <br />Recreation Commission and the Planning Commission, or to reappoint the incumbent members <br />who are seeing reappointment. She reported that all Commissioners with expiring terms are <br />seeking reappointment. In addition, the Chairs have indicated support for those reappointments. <br />Human Resources Manager Lasher stated Randy Bauer is also interested in reappointment to the <br />Planning Commission, though has not yet submitted a statement. She explained if reappointment <br />is supported, the City will only advertise for the one vacant position. <br />Mayor Strommen asked for the consensus of the Council. <br />Councilmember Backous stated support for appointing those interested in reappointment and not <br />spend the City's and Council's time on advertising and interviewing. <br />Councilmember Kuzma stated support to require the Chair's recommendation when a member <br />seeks reappointment. <br />Human Resources Manager Lasher stated when she called the members to let them know their <br />term was up, they were appreciative of not having to follow the reapplication/interview process. <br />Councilmember LeTourneau stated he agrees with the new process. <br />Councilmember Riley noted the Mayor appoints the EDA member and he appreciated that she <br />allowed the Council to have the opportunity to voice their opinion. <br />Mayor Strommen stated it is her intent to always allow the full discussion of the Council relating <br />to EDA appointments. <br />The consensus of the Council was to support reappointment of members, as recommended by the <br />Chairs, and direct staff to advertise for the one vacancy. <br />2.04 Discussion Regarding 2014 Union Health Insurance Re- opener for AFSCME, LELS <br />— Patrol and LELS- Sergeants (Discussion Closed to the Public) <br />Human Resources Manager Lasher stated the purpose of the case is to come to a consensus to <br />settle the 2014 Union Health Insurance contributions for AFSCME, LELS - Patrol and LELS- <br />Sergeants. She advised that under Minnesota Statutes, Section 13D.03, the meeting can move <br />into Closed Session to discuss confidential City contribution towards AFSCME and LELS <br />employee's 2014 health insurance. She indicated Closed Session discussion will relate to that <br />contribution.
