8. MAYOR, COUNCIL AND STAFF INPUT <br />8.01 QCTV Programming Change <br />Assistant to the City Administrator Brama explained why the Council had decided to move away <br />from the current bi- monthly QCTV update /program. He described the past programming and <br />alternate QCTV program with staff acting as the facilitator /host with Councilmembers providing <br />commentary. The Council indicated its support for staff's recommendation, noting it offers a <br />better format and is a welcomed change. <br />8.02 Other <br />Economic Development Manager Ted LaFrance introduced himself, his past professional <br />experience, and stated he looks forward to serving the City of Ramsey. <br />The Council welcomed Economic Development Manager LaFrance. <br />City Administrator Ulrich announced upcoming meetings and events. <br />Councilmember Tossey thanked Scout Troop 623 for its invitation to speak on November 7, <br />2013. <br />Councilmember Riley supported opening a conversation with Anoka County and Mn/DOT on <br />upgrade options to address traffic backups and frequent traffic signal failures on Highway 47 and <br />Bunker Lake Boulevard. <br />Mayor Strommen concurred this is a quality of life issue for Ramsey's residents and needs to be <br />addressed along with the Highway 10 /Armstrong Boulevard interchange. <br />Councilmember Kuzma reported Coon Rapids has withdrawn from the Lower Rum River Water <br />Management Organization. He provided an update on Ramsey's request for a weighted vote and <br />legal staff's indication that may not be a viable option. <br />9.
