NOTICE OF PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />TO WHOM IT MAY CONCERN: <br />Notice is hereby given that the Ramsey City Council will hold a public hearing on <br />Tuesday, December 10, 2013, at 7:00 p.m., in the Council Chambers at the Ramsey <br />Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota 55303. <br />The purpose of the hearing is to consider an ordinance amending a Section in <br />Chapter 10 of the City's Charter. Amended/new language is shown below, underlined. <br />AMENDMENT TO CHAPTER 10 OF THE HOME RULE CHARTER OF THE <br />CITY OF RAMSEY. SAID AMENDMENTS RELATE GENERALLY TO THE <br />FRANCHISE FEES. <br />CHAPTER 10 <br />FRANCHISES <br />Section 10.4 Power of Regulation Reserved. Subject to any applicable state <br />statutes, the council may by ordinance regulate and control the exercise of any <br />franchise, including the maximum rates, fares, or prices to be charged by the <br />grantee, except that any franchise fees imposed under applicable state statutes must <br />be limited to defraying increased municipal costs accruing as a result of utility <br />operations and may not be used to raise general revenue. No franchise value shall <br />be included in the valuation of the grantee's property in regulating utility rates, <br />fares, or prices under any applicable state or municipal law, or regulation, or in <br />proceedings for municipal acquisition of the grantee's property by purchase or <br />eminent domain. <br />All interested persons are invited to attend the hearing and comment on the proposed <br />Charter amendment. The City of Ramsey complies with the Americans with Disabilities <br />Act and, upon advance request, information will be provided in an alternative form and <br />interpreters will be available. Any person with such a request should contact City Clerk <br />Jo Thieling at 763-433-9840 by 4:00 p.m. on Wednesday, December 4, 2013. The <br />number for the TDD machine at the Ramsey Municipal Center is 763-427-8591. <br />Written comments are welcome and shall be addressed to the Ramsey City <br />Council, 7550 Sunwood Drive NW, Ramsey, Minnesota, 55303.
