Our Assign: Ti work together to responsibly grow our conununity, and to provie quality, cost-effective, an efficient government services <br />CC Regular Session <br />Meeting Date: 11/26/2013 <br />By: Diana Lund, Finance <br />Information <br />Title: <br />Adopt Ordinance #13-25 Adopting 2014 Schedule of Rates, Fees and Charges <br />Purpose/Background: <br />Purpose: <br />6.2. <br />The city annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for such items as building construction, business <br />licenses, utility rates, and planning and zoning. <br />Effective June 30, 1991, Ordinance #91-08 amended S7.01.10 of the City Code to allow the City Council to annually set fees. <br />The proposed 2014 schedule was presented to the Finance Committee at it's October 8, 2013 meeting and motion was to recommend approval of proposed <br />schedule to the City Council. The Finance Committee's recommendation was approved at the regularly scheduled City Council meeting of October 22, 2013. <br />The attached schedule shows most fees proposed for 2014 remaining constant with 2013 charges. <br />The proposed changes are as such: <br />*Sewer Availability Charge (SAC) from $2,435 to $2,485 - Met Council sets rate <br />*Water Availability Charge (WAC) from $1,148 to $1,177 - 2.5% Increase per 2012 Water Comprehensive Study <br />*Park Dedication -Cash Contribution Residential from $2,475 to $2,600 Per August Park & Rec Committee <br />*Trail Development Fee -Residential from $600 to $700/unit Per August Park & Rec Committee <br />*Personal Injury Accident -Non Resident from $500 to $0 (Difficult to collect, Minimal Activity) <br />*E Cigarette Sales- $250 New Fee (follows regular cigarette fee) <br />*E Cigarette Sales with verification technology - $150.00 New Fee (follows regular cigarette fee) <br />*Sewer Connection Charges - Residential from $1099 to $1,126 - 2.5% Increase per 2012 Sewer Comp Study <br />*Sewer Connection Charges - Commercial from $3,308 to $3,391 - 2.5% Increase per 2012 Sewer Comp Study <br />*Sewer Lateral Charge - from $3,328 to $3,411 - 2.5% Increase per 2012 Sewer Comp Study <br />*Storm Drainage - Residential from $10.03/qtr to $10.28/qtr - 2.5% Increase due to CIP Project Mandates <br />* Storm Drainage - Commercial from $40.12REU/qtr to $41.12REU/qtr - 2.5% Increase due to CIP Project Mandates <br />*Storm Drainage Trunk - Residential from $448 to $459 - 2.5% Increase due to CIP Project Mandates <br />*Storm Drainage Trunk - Commercial from $4,465 to $4,577 - 2.5% Increase due to CIP Project Mandates <br />*Water Usage Minimum Usage - From $35.70/qtr to $36.45/qtr - 2% Increase due to 2012 Water Comp Study <br />*Water Connection Charges - Residential from $1,558 to $1,597 - 2.5% Increase per 2012 Water Comp Study <br />*Water Connection Charges - Commercial from $5,835 to $5,981 - 2.5% Increase per 2012 Water Comp Study <br />*Water Lateral Charge - from $6,143 to $6,297 - 2.5ofo Increase per 2012 Water Comp Study <br />This Ordinance was introduced by the City Council at their regular meeting on November 12, 2013. <br />The 2014 schedule will become effective January 1, 2014. <br />Observations/Alternatives: <br />Observations/Alternatives: <br />-Hold all rates constant with 2013 rates with the exception of the SAC charge which is mandated by Met Council <br />-Accept the rates as proposed above which the Finance Committee recommended at its October 8 meeting and City Council Approved at its October 22 <br />meeting <br />-Recommended changes that arise from input at Public Hearing <br />Funding Source: <br />None Required. <br />Recommendation: <br />
