Our Mission: Ti work together to responsibly grow our conununity, and to provie quality, cost-effective, an efficient government services <br />CC Regular Session <br />Meeting Date: 11/26/2013 <br />Submitted For: Patrick Brama, Administrative Services <br />By: Patrick Brama, Administrative Services <br />Title: <br />QCTV Programing Change <br />8. 1. <br />Information <br />Purpose/Background: <br />TOp1C: <br />The topic of this discussion is the bi-weekly City Council QCTV update/program that takes place in The COR Room in the Ramsey Municipal Center at 4:30 <br />p.m. before regular City Council meetings. <br />Background: <br />As some Council members well know, the QCTV update/program has been in existence for many years --and, the program format has changed a number of <br />times over the past couple years. <br />Originally, the program took place on Wednesday mornings (the day after a Council meeting). The aim of the program was to discuss 'last night's' meeting. In <br />summary, two Councilmembers drove to QCTV studio in Champlin and spent about an hour (total) discussing each individual City Council agenda item. Many <br />referred to this program as "re -hashing" previous Council meetings. For a number of reasons, the Council decided to move away from this format. <br />In 2012, the Council proposed a new format --which was NOT meant to be focused on reviewing 'last nights' City Council agenda. The focus of the new format <br />was centered around general City (and community) updates. Additionally, the new format provided greater convenience for Councilmembers as the shoot time <br />was scheduled just before existing Council meetings at the Ramsey Municipal Center. This new format has been used from the summer of 2012 until now <br />(although, the format has slightly adjusted over the past 9 months). <br />For a number of reasons, the Council has expressed interest to move away from the current format. <br />Purnose of Undate: <br />Outline the newly proposed format for the QCTV update program. Take comments from the Council. <br />New Format: <br />Please see "Observations Section." <br />Notification: <br />NA <br />Observations/Alternatives: <br />Based on feedback and input received from the City Council over the past nine months, Staff is proposing a new format for the existing QCTV bi-weekly <br />program. <br />Details: <br />(1) Name: Ramsey Resident, Video Edition <br />(2) Content: 4-6 feature topics discussed in the Ramsey Resident <br />(3) Frequency: bi-monthly, in conjunction with the Ramsey Resident <br />(A) Shooting will take place the fourth Tuesday of a month --one week before publication of the written newsletter <br />(B) Publication of the video and posting of videos will take place the week after publication <br />(4) Publication Mediums <br />(A) City website: 'in the news' and the 'Ramsey Resident' webpage. <br />(B) Facebook Link <br />(C) QCTV <br />(5) Format: Staff will select 4-6 topics and draft talking points. Staff will send talking points to Councilmembers five days prior to a shoot for <br />review/amendments. Staff will work with QCTV to arrange shoot/details. <br />(6) Personnel/Roles: Staff will act as a facilitator to the process. During shoots, Staff will act as 'hosts' and the Council will act as 'guests.' Staff will guide/frame <br />discussions --the Council will provide comments, input and insight. The design of this process is a conversation between Staff and Council. QCTV will <br />supplement our 'taped' discussions with relevant footage and background information. <br />Funding Source: <br />NA <br />Recommendation: <br />
