APPOINTMENTS TO CHARTER COMMISSION
By: David R. Hartley, City Administrator

Background:

The Charter Commission in the City of Ramsey is comprised of nine members with staggering
terms. State law provides that no member can serve more than two terms on any Charter
Commission. Individuals who have served two terms are Thomas Gamec, Thomas Greenberg and
Curtis Titterud. Barbara Graen and Bernard Steffen have only served one term and are eligible for
reappointment. The seat held by Jerry Hamlet is also vacant following Mr. Hamlet's resignation.
Therefore, City Council may wish to consider nominations for four vacancies and two
reappointments.

As you may be aware, the City Council does not appoint these members, but rather nominates
them for appointment by the Chief Justice of the District Court.

The City's Charter is the document that defines the form of government in the City of Ramsey.
Individuals considered for nomination to the Charter Commission must be residents of the City of
Ramsey and eligible voters. These nominations may not hold conflicting positions in local
government which would be Councilmembers or the City Administrator.

Council Action:

Motion to nominate the following persons to serve on the Charter Commission in the City of
Ramsey:

1)
2)
3)
4)
s)
6)

Review Checklist:

City Administrator
City Attorney
City Engineer
Community Development Director
Public Works Supervisor

X

Chief of Police
Finance Officer
Planning & Zoning Commission
Park & Recreation Commission
