CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW; CASE OF RAMSEY INVESTMENTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Dennis Sharp of Ramsey Investments is requesting site plan review to construct an industrial <br />building on Lot 1, Block 1, Rarnsey 67 Industrial Park. The development is proposed in 3 phases; <br />Phase I would consist of approximately 20,000 square feet and Phases II and t7I would provide an <br />additional 28,000 square feet. Northwest Steel Fabricators will be leasing approximately 70% of <br />the fa-st phase development and the balance of the facility would be leased for warehousing and <br />manufacturing. <br /> <br />Observations: <br /> <br />On August 1, 1990, the City received an application from Ramsey Investments for site plan <br />approval for a facility to be constructed on Lot 1, Block 1, Ramsey 67 Industrial Park. <br /> <br />On August 23, 1990, the Planning and Zoning Commission reviewed the site plan and <br />recommended approval with one access onto Industry Avenue and two accesses onto Tungsten <br />Su'eet as proposed. As you will note, the City,Engineer's review dated August 17, 1990 indicates <br />that an access onto Industry Avenue will reqmre a variance and Anoka County approval. Anoka <br />County is recommending denial of an access onto Industry Avenue but indicates that the City has <br />the authority to override the County's recommendation with justification. City Staff will be <br />meeting with the Anoka County Engineering Department on Friday, September 7, 1990, to resolve <br />Ramsey Investments' proposal for accesses from Lot I, Block 1, Ramsey 67 Industrial Park and <br />discuss accesses onto County roads in general. In addition, the City Engineer's review of August <br />17, 1990, indicated that the northerly access onto Tungsten would have to be relocated a minimum <br />of 300 feet south of the centerline of Industry Avenue. As a result of discussions with the <br />Planning and Zoning Commission, it was determined that a 100 foot distance requirement between <br />business accesses and intersections with collector or major thoroughfares is reasonable and it is <br />anticipated that City Code will be amended accordingly. The only other outstanding item with <br />reference to the City Engineer's review of August 17, 1990, in addition to accesses, is necessary <br />revisions to the grading and drainage plan. The applicant, Mr. Dennis Sharp, has received <br />instructions from the City Engineering Department and is making necessary revisions to the <br />grading and drainage plan. <br /> <br />Ramsey Invesm~ents has also applied for tax increment financing to construct Tungsten Sn'eet and <br />extend sewer and water to the property. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site Plan <br />City Engineer's review dated August 17, 1990 <br />Proposed site plan development permit (will be drafted following the September 7 <br />meeting with the Anoka County Engineering Department and available at the <br />meeting) <br /> <br /> <br />
