CASE <br /> <br /> COMPREHENSIVE PLAN AMENDMENT <br /> By: Merland Otto <br />Background: <br /> <br />On July 13, 1989, Metropolitan Council approved expansion of the <br />MUSA by 200 acres and granted conditional approval for an <br />additional 205 acres. <br /> <br />The conditional approval requires Metropolitan Council review and <br />approval of three city policy issues. These are related to rural <br />residential development density, to prohibition of on-site sewer <br />systems in the MUSA area and mandatory connection in the municipal <br />sewer systems when service is available. These requirements were <br />immediately met by city resolution and have subsequently been <br />implemented by adoption of city ordinances. This amendment <br />incorporates the adopted ordinances into the city's comprehensive <br />plan. <br /> <br />The 205 acre approval was also conditioned on an evaluation of land <br />use policies on the metro highway system. That evaluation is also <br />included in this amendment. <br /> <br />Observations: <br /> <br />The Metropolitan Council staff report included a number of <br />"requests" that, while not conditions of approval, were identified <br />as desirable comprehenstive plan amendments. These questions have <br />been addressed in this submittal. The requests include: <br /> <br />MWCC monitoring of Anoka WWTP flows, MWCC evaluation of early <br />phase out of the Anoka WWTP and an understanding that City of <br />Ramsey REC's will be limited to 500 between January 1989 and <br />the completion by the MWCC of the plant phase out, unless <br />monitoring data shows that additional flow is allowable <br />(report items 5,6 and 7). <br /> <br />The City of Ramsey provide data on sewered household and flow <br />projections and incorporates the required on-site system and <br />mandatory connection ordinances into sewer policies (report <br />items 4,8, and 9). <br /> <br />3. The comprehensive plan should comment on: <br /> <br />b) <br /> <br />c) <br />d) <br /> <br />f) <br />g) <br /> <br />Regional trail along the Mississippi. <br />Inconsistency of Mississippi River bridge that is <br />proposed by the City. <br />Continued City consideration of a T.H.10 frontage road. <br />Continued City review of land use compatibility adjacent <br />to the airport. <br />Continued City review of land use compatibility adjacent <br />to the sanitary landfill and to "Site P". <br />City policies to encourage diverse housing type. <br />City critical area planning consistency with metro and <br />other planning/standards. <br /> <br /> <br />
