<br />Councilmember Johns introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION # 13-11-204 <br /> <br />RESOLUTION REJECTING VARIOUS BIDS ON ELMCREST PARK COMMUNITY <br />BUILIDNG PROJECT AND AUTHORIZING STAFF TO OBTAIN QUOTES AND/OR <br />NEGOTIATE CONTRACTS <br /> <br />WHEREAS, <br /> on September 24, 2013, the Council authorized staff to obtain bids for the <br />Elmcrest Community Building; and <br /> <br />th <br />WHEREAS, <br /> staff duly advertised for bids, which were opened on November 18, 2013; <br />and <br /> <br />WHEREAS, <br /> no bids were received for 11 of the bid divisions; and <br /> <br />WHEREAS <br />, the bids received for the following bid divisions are deemed by staff, the <br />architect and construction manager to be too high, or in the case of 02600 Septic System, a <br />division that was eliminated as an Addendum prior to bidding: <br /> <br /> 02500 Utilities 08300 Coiling Doors <br /> 02600 Septic System 09250 Gypsum Drywall <br /> 07400 Metal Panels 09900 Painting <br /> 07600 Cement Board Siding <br /> <br />WHEREAS, <br /> staff believes that acceptable prices for the bid divisions listed above, as <br />well as for those divisions for which no bids were received, can be obtained by seeking quotes or <br />negotiating directly with contractors, as allowed by State law. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) The bids received in the bid divisions set forth above are hereby rejected. <br /> <br />2) Staff is authorized to obtain quotes or to contract in the open market pursuant to the <br />requirements of State law. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Kuzma, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor Strommen <br /> Councilmember Johns <br /> Councilmember Kuzma <br /> Councilmember LeTourneau <br /> Councilmember Riley <br /> <br /> <br />
