5. HRA BUSINESS <br />5.01: Adopt Resolution #13-12-233 Approving Conveyance of Outlots B & C, COR TWO, <br />to Northstar Marketplace Station, LLC <br />Executive Director Ulrich reviewed the staff report and recommendation for adoption. <br />Motion by Commissioner Tossey, seconded by Commissioner Strommen, to adopt Resolution <br />#HRA-13-12-233 Approving Conveyance of Outlots B and C, COR Two, to Northstar <br />Marketplace Station, LLC. <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners Tossey, Strommen, Johns, <br />Kuzma, LeTourneau, and Riley. Voting No: None. <br />5.02: Approve Fourth Amendment to the Real Estate Contract Between the Ramsey HRA <br />and McDonald's USA, LLC <br />Executive Director Ulrich presented staff's recommendation to not extend the agreement and to <br />push to closing next week. He stated McDonald's is concerned about lighting on the private <br />roadway so staff agreed, in concept, to work with them to mitigate that concern with some <br />temporary lighting. <br />No action taken. <br />5.03: Consider Waiving / Not Waiving Statutory Tort Limits <br />Finance Director Lund reviewed the staff report and recommendation to not waive the Statutory <br />tort limits for liability coverage. <br />Motion by Commissioner Riley, seconded by Commissioner LeTourneau, to adopt Resolution <br />#HRA-13-12-217 Not Waiving the Statutory Tort Limits for League of Minnesota Cities <br />Insurance Trust Liability Coverage for the HRA of the City of Ramsey. <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners Riley, LeTourneau, Johns, <br />Kuzma, Strommen, and Tossey. Voting No: None. <br />5.04: Adopt HRA Resolution #13-12-222 Approving Final 2013 HRA Levy & Adopt HRA <br />Resolution #13-12-223 Adopting 2013 HRA Budget <br />Finance Director Lund presented the 2014 HRA levy in the amount of $207,802, noting the only <br />items increased from last year was personnel in the amount of $4,000 and liability in the amount <br />of $1,000. She presented three options for the HRA's consideration to authorize the 2014 HRA <br />levy and budget, make modifications, or rely on the Anoka County HRA funds, noting staff <br />recommends authorizing the 2014 HRA levy and budget. <br />Housing and Redevelopment Authority / December 10, 2013 <br />Page 2 of 4 <br />
