crew on an as needed basis and direct staff to work with Finance to reallocate <br />funding in the 2014 General Fund budget for either contracted services or temporary <br />seasonal help. <br />3) Approve Utilization of Web -Based Reservation System for Parks — Ratify the <br />recommendation of the Public Works Committee to approve proceeding with a <br />change to an on-line park facility reservation system beginning immediately <br />internally and going "live" in January 2014. <br />4) 2014-2018 Capital Improvement Plan (CIP) — Ratify the recommendation of the <br />Public Works Committee to hold a public hearing and adopt the 2014-2018 Capital <br />Improvement Plan <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Riley, Backous, <br />Johns, Kuzma, and Tossey. Voting No: None. <br />Councilmember Tossey left the Council Chambers at 7:16 p.m. <br />5. APPROVE AGENDA <br />Motion by Councilmember Kuzma, seconded by Councilmember Johns, to approve the agenda <br />as presented. <br />Motion carried. PUBLIC HEARING <br />6.01: Public Hearing to Consider Introducing an Ordinance Amending Chapter 10 <br />(Franchises) of the City Charter as Recommended by the Charter Commission <br />Mayor Strommen closed the regular portion of the City Council meeting at 7:18 p.m. in order to <br />conduct a public hearing. <br />Public Hearing <br />Mayor Strommen called the public hearing to order at 7:18 p.m. <br />Presentation <br />City Administrator Ulrich reviewed the staff report and purpose of the public hearing to consider <br />a proposed amendment to Chapter 10 (Franchises) of the City's Charter. It was noted that on <br />October 21, 2013, the Charter Commission recommended this amendment. He reviewed the <br />Charter amendment process and option for the Council to adopt it in this form or reject the <br />recommendation. He indicated the City Attorney has advised that a Council decision needs to be <br />City Council / December 10, 2013 <br />Page 4 of 14 <br />
