He believed that in the future, it would be a slim chance that $1 million would be available so it would then become a City/County project for the entire project costs. Councilmember Riley asked if federal funding requires medians. Mr. Kobilarcsik stated he would need further discussion with Mn/DOT and review of the grant scoring to answer that question. Mayor Strommen stated the challenge is how to make the intersection safe for the entire traveling public and if there is no project without medians, that is a consideration. She asked if Anoka County has a vision of extending this down to Sunwood Drive where it is difficult to make a left turn from CSAH 5. Mr. Kobilarcsik stated there is not a plan of where the medians would be located at that intersection but this is an urban area so traditionally, the roadways would be transitioned to curb and gutter and may include medians situationally. Councilmember Johns stated the school zone, trail, and bypass are good safety features but she does not support medians. Mayor Strommen opened the floor for resident comment. Mark Mortenson, 5803 Alpine Drive, stated his concerns relate to privacy as the trail would be 15 feet from his daughter's bedroom. In addition, the trail would extend five feet into his property and the watermain and trail will go through the area of his septic tank (which is located within the easement). He asked what his assessments will be. City Engineer Westby explained that the trail and watermain are proposed by City staff and are not an Anoka County initiative. He stated negotiation of rights -of -way typically go through Anoka County but staff will look at the property and determine if there are any options. Mr. Mortenson stated he does not think the signal light will increase safety, noting traffic currently has to stop at the stop sign but if the light is green, it will race down Alpine Drive. Gary VanScoy, 5851 147th Lane NW, asked about pedestrian safety on Highways 47 and 5 and how long the dead end will be that is created by closing old Highway 5. City Engineer Westby stated the pedestrian improvements would be fully ADA compliant with a pedestrian crossings at a signalized intersection. He stated the dead end cul-de-sac is about 1,000 feet, which would exceed the restriction of 600 feet. Mr. VanScoy suggested the Fire Department review the proposed dead end.
