Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #14-01-017 <br />RESOLUTION APPROVING JOINT POWERS AGREEMENT WITH <br />ANOKA COUNTY FOR CSAH 5 (NOWTHEN BLVD) / ALPINE DRIVE <br />INTERSECTION IMPROVEMENTS, IP 14-20 <br />WHEREAS, Anoka County is proposing improvements to the intersection of CSAH 5 <br />(Nowthen Blvd) / Alpine Drive to improve traffic operations and increase safety; and <br />WHEREAS, CSAH 5 (Nowthen Blvd) is a County State Aid Highway under the <br />jurisdiction of Anoka County; and <br />WHEREAS, Alpine Drive is a Municipal State Aid Street under the jurisdiction of the <br />City of Ramsey; and <br />WHEREAS, the proposed intersection improvements require improvements to both <br />CSAH 5 (Nowthen Blvd) and Alpine Drive; and <br />WHEREAS, the City of Ramsey and Anoka County desire to work cooperatively to <br />construct the proposed improvements; and <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br />1) That the City of Ramsey agrees to allocate $226,014.30 in Municipal State Aid Funds, <br />Park and Recreation Funds, and Water Utility Funds for capital improvements to the <br />intersection of CSAH 5 (Nowthen Blvd) / Alpine Drive, including $195,140.81 for <br />construction costs and $30,873.49 for construction engineering. <br />2) That the City's cost allocations are based on Anoka County's standard cost sharing <br />agreement, including costs related to the installation of a new signal system to replace the <br />existing 4-way intersection STOP controls, and all costs for improvements made to <br />Alpine Drive. <br />3) That the City's cost allocations include $40,000 in Water Utility Funds for constructing a <br />trunk watermain connection north of Alpine Drive between CSAH 5 (Nowthen Blvd) and <br />Krypton Street, including all construction engineering and construction costs. <br />4) That the City's cost allocations include $6,800 in Park and Recreation Funds for <br />constructing a trail connection north of Alpine Drive between CSAH 5 (Nowthen Blvd) <br />and Krypton Street, excluding construction engineering and right-of-way costs. <br />5) That Anoka County will apply available federal funding to reduce the city's cost share by <br />the amount of $190,777.80. <br />RESOLUTION #14-01-017 <br />Page 1 of 2 <br />
