It cannot be changed <br />without the consent of the city councils of all four cities. Paragraph 7 of the <br />proposed amendment provides that the changes described in paragraphs 1 -4 are to <br />occur immediately upon the city of Coon Rapid's departure from the Commission <br />and the others will be effective on the effective date of the amendment. However, <br />no change can be made without the consent of all parties, including the change that <br />takes Coon Rapids out of the organization. Therefore, it really cannot be a two -step <br />process. That is not to say, however, that the amendment, or amendments, could not <br />be made the subject of separate actions by the city councils. For example, if <br />allowing Coon Rapids to leave the LRRWMO is non - controversial, and can be <br />quickly accomplished, there is no reason why that change could not be made <br />immediately while the cities are considering other, more complicated, changes to the <br />agreement. <br />Page 6 <br />
