m <br /> <br /> CASE OF DENNIS PECK, NORTH FORK, INC. <br />m By: zoning Administrator Sylvia Frolik <br /> <br />m Background: <br /> <br /> North Fork, Inc. is requesting a minor subdivision to plat North Fork Trail Addition which <br />m consists of approximately 89 acres generally located in the No~heast quadrant of the Northfork <br /> P.U.D. The subdivision is a fulfillment of North Fork, Inc. s commitment to convey to the <br /> Homeowners Association and the City of Ramsey at least 80 acres of property for park and trail. <br />iUpon completion of the platting process, certain portions of the plat will be deeded to the City to <br />complete the public trail corridor which will extend from the City park East of Lake Itasca and Trott <br />Brook and the proposed Cart Addition North of the Northfork P.U.D. The remaining portions of <br />the plat will be deeded to the Northfork Homeowners Association as permanent open space. <br />m Observations: <br /> <br />I On August 7, 1990, the Planning and Zoning Commission reviewed the sketch plan for Northfork <br /> Trail Addition. At that time, the Commission tabled action and advised the applicant, Mr. Dennis <br /> Peck, to meet with City Staff to resolve certain concerns with the plat involving appropriate <br /> designation of outlots to reflect intended use as trails, and provisions for future access to Outlot A <br />· <br />m to be developed as a private park by the Northfork Homeowners Association. <br /> <br />,m <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />On August 8, 1990, the Park and Recreation Commission reviewed the sketch plan for Northfork <br />Trail Addition. <br /> <br />On August 22, 1990, City Staff (Sylvia Frolik, Mefland Otto, Stephen Jankowski and William <br />Goodrich) met with Dennis Peck regarding Northfork Trail Addition. As a result of that meeting, <br />Northfork Trail Addition is being modified to designate that property intended for trails as "Park". <br />Northfork Trail Addition will also include a replat and shift in alignment of Outlots A and B of <br />Northfork 3rd Addition to provide a 60 foot right-of-way for future vehicular access to Outlot A, <br />Northfork Trail Addition that will not intrude on the trail. Accordingly, with the replat of Outlots A <br />and B, Northfork 3rd Addition into Northfork Trail Addition, they will also be designated "Park". <br />At that meeting, it was also determined that the development agreement should clarify that <br />designation of Outlot A as "outlot" will not prohibit the Homeowners Association from <br />constructing recreational facilities on that property. <br /> <br />On September 4, 1990, the Planning and Zoning Commission reviewed the proposed <br />modifications to Northfork Trail Addition based on the meeting between North Fork, Inc. and City <br />Staff on August 22. <br /> <br />City Staff Recommendation: <br /> <br />City S taft recommends final plat approval of Northfork Trail Addition. <br /> <br />The following items are enclosed for your information: <br /> <br />I <br /> <br /> <br />
