INTRODUCTION AND PURPOSE

This report serves to review Volumes 1 and 2 of the July 1990 document by Donohue
and B.A. Liesch and Associates entitled Anoka County: Landfill Inventory Site
Environmental Impact Statement Sites D, P and Q Hydrogeologic Investigation. This
hydrogeologie investigation is part of the scope of work conducted for an Environmental
Impact Slaieinent (EIS) required in the process of site selection for the poss~le
development of a sanitary landfill in Anoka County. The review criteria for the EIS
Hydrogeologic Investigation included the level of completeness of the addressed required
issues and studies as set forth in the October 1986 Anoka County Landfill Siting
Environmental Impact Statement Scoping Decision as well as the technical accuracy and
appropriateness of the hydrogeologic data and the methodologies used. Also included in
this report is a review of overall site suitability for all three of the proposed sites°
