FRANTA <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />Stephen Franta of C&L Canvas Crafts is requesting site plan approval to construct a 3,472 square <br />foot manufacturing/retail facility on Lot 2, Block 3, Alpaca Estates. The facility is proposed to be <br />constructed of rock face concrete block. The facility would be used to manufacture and retail boat <br />covers and portable fishouses. The property is zoned B-1 Business and manufacturing is not a <br />permitted use in a B-1 distric. Mr. Franta has applied for a conditional use permit for the <br />manufacturing portion of his operation. Mr. Franta's manufacturing/retail facility is currently <br />located at 9535 Hwy. #10 N.W. <br /> <br />Observations: <br /> <br />On August 22, 1990, the City of Ramsey received an application from Stephen Franta for site plan <br />approval to construct a manufacturing/retail facility on Lot 2, Block 3, Alpaca Estates. <br /> <br />On September 4, 1990, the Planning and Zoning Commission reviewed Mr. Franta's site plan. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />City Engineer's review dated August 28, 1990 <br />Proposed site plan development permit <br /> <br />Planning and Zoning Commission Recommendation: <br /> <br />The Planning and Zoning Commission recommended site plan approval contingent upon <br />compliance with items contained in the City Engineer's review dated August 28, 1990 with the <br />exception of Item #6 (Loading Docks), which should be permitted for development on the east side <br />of the proposed facility, and requiring the expansion of the proposed refuse containment area to <br />accommodate exterior storage needs. <br /> <br />City Staff Recommendation: <br /> <br />City Staff recommends approval of the site plan contingent upon compliance with items contained <br />in the City Engineer's review dated August 28, 1990 and the recommendations of the Planning and <br />Zoning Commission. <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/deny Mr. Stephen Franta's request for site plan approval to construct a <br />manufacturing/retail facility for C&L Canvas Crafts on Lot 2, Block 3, Alpaca Estates. <br /> <br />Review Checklist: <br /> <br />City Administrator Chief of Police <br />City Attorney X Finance Officer <br />City Engineer .
