Franta of C&L Canvas Crafts currently leases property in the City's Rural <br />Business District (9535 Hwy. #10 N.W.) from which he manufactures and retails canvas boat <br />covers and portable fishouses. Mr. Franta is proposing to construct a new facility on Lot 2, Block <br />3, Alpaca Estates to manufacture and retail boat covers and fishouses. The subject property is <br />zoned B-1 Business and manufacturing is not a permitted use in that district. Mr. Franta has <br />applied for a conditional use permit to conduct manufacturing operations in a B-1 Business <br />District. <br /> <br />The City has issued several conditional use permits in the past for manufacturing operations in the <br />B-1 Business District generally, and specifically in Alpaca Estates. <br /> <br />Observations: <br /> <br />On August 22, 1990, the City of Ramsey received an application from Stephen Franta to conduct <br />manufacturing operations in a B-1 Business District. <br /> <br />On September 4, 1990, the Planning and Zoning Commission conducted a public hearing and <br />reviewed the request to conduct manufacturing operations in a B-1 Business District.
