CASE # <br /> <br />REQUEST FOR SITE PLAN REVIEW OF SUNFISH BUSINESS CENTER; <br />CASE OF WAYNE JOHNSON, NORTH LAKE PROPERTIES, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Wayne Johnson of North Lake Properties, Inc. is requesting site plan review to construct an <br />office/manufacturing facility on Lot 3, Block 1, Ramsey 67 Industrial Park 1st Addition. The <br />facility would be developed in two phases. This site plan approval request applies to the first <br />phase which would consist of 10 manufacturing/office units consisting of 16,990 square feet and <br />an accessory structure; and the second phase would consist of 8,400 square feet of additional <br />manufacturing/office space. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />City Engineer's review dated September 24, 1990 <br />Proposed site development permit <br /> <br />Observations: <br /> <br />On September 13, 1990, the City received an application from Wayne Johnson of North Lake <br />Properties, Inc. for site plan review. <br /> <br />On October 2, 1990, the Planning and Zoning Commission reviewed the site plan. At that time it <br />was noted that the City was still awaiting input from the County regarding site drainage. The City <br />Engineer also noted that Phase I includes 10 loading docks and although accommodating tractor- <br />trailer traffic would be workable, no simultaneous use of loading docks would be possible. When <br />the proposed Phase 2 would be developed, accommodating tractor-trailer traffic on-site would be <br />impossible. The applicant indicated that the facility is intended to service the smaller, incubator <br />type businesses for which tractor-trailer traffic would be minimal to none. City Staff notes that <br />there is no guarantee that several of the units would not be leased to one user that would require <br />tractor-trailer traffic. <br /> <br />Recommendation: <br /> <br />The Planning and Zoning Commission has recommended site plan approval contingent upon <br />compliance with items contained in the City Engineer's letter dated September 24, 1990 with a <br />waiver to City Code requirements for loading docks and development of a drainage plan acceptable <br />to Anoka County and the City Engineer. <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/deny Wayne Johnson's site plan for North Lake Properties, Inc.'s development <br />of the Sunfish Business Center. <br /> <br />Review Checklist: <br /> <br />City Administrator Chief of Police <br />City Attorney Finance Officer <br />City Engineer X Planning & Zoning Commission X <br />Zoning Administrator X Other <br /> <br /> <br />
