City Administrator Ulrich indicated that the Buxton study contains demographic data that likely has some value. Chairperson Steffen stated it might be worthwhile to forward the Buxton study to CBRE, adding that this item should come off the 2014 Work Plan. He felt that 167/47 should be placed under First Priority items and the zip code should go to Third Priority. He also felt the Al Pearson land sale and new Business Park should move from Third Priority to First Priority. Economic Development Manager LaFrance suggesting keeping the Transit Improvement Area on the list, adding there are funds available for transit related activities. Member LeTourneau requested that staff make sure the EDA items in the Strategic Plan are included in the 2014 EDA Work Plan. He also referenced Strategic Imperative IV that includes the City Council's desire to dissolve the HRA and suggested that the EDA take an active role on this initiative because it will likely end up under the EDA's scope of work. City Administrator Ulrich advised this item is on the City Council's 2014 work plan and the City Attorney has been directed to do the necessary legal analysis, including the financial component of dissolving the HRA, with the intent to wrap this item up before the next budget year since this will impact the HRA levy. 5. MEMBER/STAFF INPUT 5.01: General Updates Economic Development Manager LaFrance advised that April 19 is available for Expo Day. Member LeTourneau asked about other events occurring in the spring. Assistant to the City Administrator Brama stated the City has a spring tree sale that was previously combined with the Environmental Expo but the Environmental Expo has been combined with Happy Days with the tree sale a standalone event. He added that last year the tree sale landed on the same day as the business expo. Member LeTourneau suggested that the City revisit combining the two expos. He indicated the Environmental Policy Board has previously talked about eliminating the tree sale but the topic has resurfaced as a viable project and he suggested giving the Environmental Policy Board a chance to take advantage of the traffic generated by the business expo. Chairperson Steffen requested further information about the OMC. Assistant to the City Administrator Brama reported that the study group met earlier this week and the topic of discussion was noise and the City received a lot of constructive feedback from this group that the City Council can use to make a decision regarding this site. He stated the agenda for the next study group meeting on January 13 includes site layout, aesthetics, and building design. He stated that Member Brunt is the EDA representative at these meetings as well as two Planning Commission members, with a total of 15 people involved in the study Economic Development Authority/December 19, 2013 Page 3 of 5
