Furnace Emissions and Monitoring. Emissions from the melt <br />furnace shall comply with State and Federal regulations as <br />they exist and may be modified from time to time during the <br />period of this CUP. An independent testing laboratory shall <br />conduct emissions monitoring at least once per year or on a <br />more frequent basis if pollutants are in excess of standards. <br />The Permit Holder shall make a complete report available to <br />the City within thirty (30) days of completion by the testing <br />laboratory. At a minimum, the parameters of such emissions <br />monitoring shall include the following State and Federal <br />criteria pollutant emissions as may exist from time to time <br />during the term of this permit. The cost of such testing and <br />reports shall be borne by the Permit Holder. <br /> <br />OUTLINE OF REVISED MONITORING PROGRAM <br /> <br />Sample Type <br /> <br />Parameter <br /> <br />Frequency* <br /> <br />Stack Emissions Particulates, opacity, <br /> VOC's <br /> <br />Annually (3 samples <br />minimum per event) <br /> <br />Feed Material <br /> <br />RCRA Characteristics <br />(EP Toxic) <br /> <br />Annually <br /> <br />*Assumes no significant change in wastes to be incinerated. <br /> <br />The city and the Permit Holder may mutually agree to revise <br />the monitoring program from time to time. Such revisions <br />shall be authorized in accordance with Condition 35 herein. <br /> <br />Emergency Emissions Testing <br /> <br />If, in the opinion of the City Administrator or his authorized <br />representative, it is determined to conduct pollution tests <br />during an officiall~.rgported incident, the City. may contract <br />with an independent testing laboratory who shall be permitted <br />access to the facility to conduct tests as may be prescribed <br />by the City and to evalute conditions of the facility. The <br />cost of such evaluation testing and reports shall be borne by <br />the permit holder and payment for such costs will be due <br />within 30 days of the invoice date.~ <br /> <br />8. Corrective Actions <br /> <br />The city may order the permit holder to undertake corrective <br />actions within specific timeframes based on test results or <br />evalutions to remedy pollution problems or nuisance com- <br />plaints. If the permit holder fails to take corrective action <br />within specified time frames, it may be determined by the City <br />Council to be a violation of the CUP and cause for permit <br /> <br />revocation. <br /> <br />2 <br /> <br /> <br />
