CASE <br /> <br />BITUMINOUS SURFACING OF BISON STREET <br /> IMPROVEMENT PROJECT #90-24 <br /> By: Steve Jankowski, City Engineer <br /> James Gromberg, Project Manager <br /> <br />NoW. <br /> <br />Background: <br /> <br />On July 24, 1990 the Ramsey City Council scheduled a new public heating for the <br />proposed improvement project for Bison Street N.W. This public hearing was held to <br />receive the concerns of the residents living in the Bison Street N.W. area. These concerns <br />were primarily directed to whether or not the City should improve Bison Street N.W. as a <br />cul-de-sac or a through street extending south to the Trott Brook Ridge Estates Addition. <br /> <br />Attached for your review are the proceedings from the August 28, 1990 public heating. <br /> <br />The required 60 day waiting period following the public hearing expired on October 27, <br />1990. During this waiting period, the affected property owners are required to present a <br />petition to the City Council as to their support for or against the project. The City did not <br />receive such petition. <br /> <br />Based upon Minnesota State Statute, Ramsey City Code, and the Ramsey City Charter, the <br />City Council has a variety of actions it may undertake. Attached are copies of the <br />Minnesota State Statute Chapter 429, Ramsey City Code Section 210, and Chapter 8 of the <br />Ramsey City Charter that relate to the City Councils possible actions. These actions would <br />be one of the following; <br /> <br />Order the project as a through street with Bison St. N.W. connecting to <br />Trott Brook Ridge Estates Addition. <br /> <br />Order the project as a cul-de-sac 300 feet north of the boundary of Trott <br />Brook Ridge Estates Addition and a cul-de-sac in Trott Brook Ridge Estates <br />Addition. <br /> <br />3. Table or deny the proposed project for a period of one year. <br /> <br />Either of the first two options must be done by a 4/5ths vote of the entire City Council. <br />The City Council may consider the project up to one year from the date of the public <br />hearing.
