the sixty day period after a public hearing has been held on the proposed improvement, a <br />petition may be filed with the council, signed by a number of voters greater than 50% of the <br />number of registered voters at the time of the last city wide election, protesting against <br />either the improvement, or the financing method, or both. In this event, the council shall <br />not proceed with the improvement as proposed. <br /> <br />8.5.3. The city council shall follow the uniform contracting law for advertising and <br />receiving bids. In the event the lowest responsible bid exceeds the cost estimate as <br />provided for in section 8.5.1 by more than 10%, then no contract shall be let, and in order <br />to implement the proposed improvement, it shall be necessary to institute the proceedings <br />for such improvements DE NOVO. <br /> <br />8.5.4. When a proposed improvement is disallowed under the foregoing sections, the <br />council shall not vote on the same improvement within a period of one year after the public <br />hearing on said improvement. <br /> <br />Section 8.6. Assessments for Services. The council may provide by ordinance that the <br />cost of city services to streets, sidewalks, or other public or private property may be assessed <br />against property benefitted and may be collected in the same manner as special assessments. Such <br />costs shall not be deemed to be "special assessments" for the purposes set forth in section 8.3. of <br />this chapter. <br /> <br /> <br />
