Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #90-12- RESOLUTION APPROVING 1991 HEALTH AND LIFE THROUGH LOCAL GOVERNMENT INFORMATION SYSTEMS BENEFIT-EARNING AND BENEFIT-ELIGIBLE EMPLOYEES INSURANCE (LOGIS) FOR WHEREAS, the City of Ramsey in 1988, through resolution #87-264, determined that it was to its benefit to participate in LOGIS as an associate member with the initial intent of participating in the coordination of employee health and life care planning and service selection; and WHEREAS, the City of Ramsey has been participating in LOGIS for the years 1988, 1989 and 1990, and at the regular November 13, 1990 meeting, City Council chose to stay with the LOGIS group for the year 1991; and WHEREAS, the City of Ramsey for the years 1988, 1989 and 1990 have provided health coverage for benefit-earning employees only, those full-time employees working an average of 30 scheduled hours or more per week; and WHEREAS, City Council at its regular November 13, 1990 meeting also decided to offer health and life coverage to its benefit-eligible employees, those part-time employees working at least an average of 20 scheduled hours; and WHEREAS, the City of Ramsey has at this time only one benefit-eligible employee; and WHEREAS, the LOGIS Policies and Procedures states that, at a minimum, a Member (City of Ramsey) must pay at least 50% of the lowest single premium for benefit-eligible (part- time) employees selecting Med Center or Group Health and 75% of the lowest single premium for benefit-eligible employees selecting Physician's Health Plan; and WHEREAS, the cost (of the 50% or 75% of the lowest single premium) to the City of Ramsey for providing the benefit-eligible employees with coverage would be between $707 and $1,323 annually, depending upon choice of health care providers. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City Council of the City of Ramsey hereby approves the participation of 1991 health and life insurance with LOGIS for its benefit-earning and benefit-eligible employees. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 11 th day of December.
