Case No.~ <br /> <br />RAMSEY FIRE DEPARTMENT RELIEF <br />ASSOCIATION BY-LAWS <br /> <br />By: William K. Goodrich, City Attorney <br /> <br />BACKGROUND: <br /> <br />The Relief Association has met and recommended to the Fire Board <br />a new set of By-Laws. The Fire Board met on December 4, 1990, and <br />unanimously recommended the By-Laws to the Council for approval. <br />The proposed By-Laws provides for a defined contribution or "split <br />the pie" pension plan as opposed to a defined benefit plan. The <br />enclosed By-Laws are those being recommended for Council approval. <br /> <br />You should note that we have now clarified that there is no <br />requirement that the By-Laws. be approved prior to December 31, <br />1990. If the Relief Association is not formally organized and By- <br />Laws adopted, any State funds available for the Association will <br />be deposited with the City for the Relief Association's benefit, <br />then when it finally is organized, the funds are turned over to the <br />organization. This means that no funds which are payable to the <br />Association will be forfeited if the By-Laws are not approved by <br />December 31,1990.
